The Sealed Resignation
During a routine review of Oversight continuity procedures, administrative personnel discovered a sealed envelope maintained among Foster's standing instructions.
Inside was a signed, undated letter of resignation.
Attached instructions named a small group of senior FSC personnel authorized to date and submit the letter on Foster's behalf if they collectively concluded that he had become unwilling to accept meaningful scrutiny of his own conduct or authority.
The instructions did not require Foster's approval before the resignation was submitted.
When asked why such a document existed, Foster confirmed that he had prepared it himself and stated that a person responsible for examining institutional power should not assume he would always recognize when his own judgment had become compromised.
The authorized names are periodically changed.
Foster's stated reason is that the arrangement becomes less useful if the people holding that authority become too personally loyal to him.
The resignation remains sealed and valid.
Personnel Observation
Alignment Phenomenon
Objects left near Foster for extended periods have a weak tendency to become neatly aligned.
Pens gradually end up parallel to the edge of a desk. Loose stacks of paper become squared. A notebook left at an angle may later be found almost perfectly perpendicular to the table. Chairs occasionally appear slightly straighter than personnel remember leaving them.
For years, Oversight staff assumed Foster was unconsciously arranging things himself.
Foster denied doing so.
Eventually, several employees began deliberately leaving objects at conspicuous angles when Foster was present.
The objects still moved.
Video recordings have failed to show Foster touching them. In some cases, no visible movement can be identified at all; comparison of frames several minutes apart simply shows that the position has changed slightly.
The effect is weak, slow, and apparently limited to objects already close to an orderly orientation. Nothing has ever been observed moving dramatically across a room.
