Description

Educated in France and shaped by years of work across national and institutional boundaries, Thomas Girard developed a style of negotiation centered on understanding what each party actually needs to preserve. His effectiveness appears to come less from personal charm than from an unusually precise understanding of those needs. Girard pays close attention to which concessions can be made privately, which must be acknowledged publicly, and which issues are symbolic rather than practical. Review of several diplomatic records indicates that he will occasionally allow another party to present an FSC proposal as their own solution if doing so makes agreement possible. During interview, Girard described being visibly “right” as one of the least valuable outcomes available to a negotiator.

Girard considers Wonders only one half of the diplomatic problem created by the FSC. The other half is explaining their existence to human institutions that may respond with fear, opportunism, denial, or demands for control. He repeatedly emphasized that an otherwise successful containment operation can become an international crisis if the FSC mishandles the political aftermath. Of particular interest is his belief that some intelligent Wonders may eventually need to be treated not as contained objects but as negotiating parties. Girard stated that the organization should determine what such diplomacy would require before encountering an entity capable of demanding it.

Girard's training material for new Relations personnel contains a page titled:

THINGS YOU ARE NOT ALLOWED TO SAY DURING A NEGOTIATION

  • “Calm down.”
  • “Technically…”
  • “You have no choice.”
  • “That's not our problem.”
  • “It's classified.”
  • “Trust us.”
  • “With all due respect…”

The final entry contains an additional handwritten note:

“Particularly when you have no respect.”

Personnel initially assumed the page was humorous.

Girard confirmed that every phrase on the list originated from an actual FSC diplomatic incident.

His trainees are expected to explain why each statement failed before completing Relations certification.

The Ties

Girard possesses several hundred neckties.

A significant portion were gifts from diplomats, officials, organizations, FSC personnel, and foreign institutions. Others appear to have been purchased simply because Girard found them interesting.

The collection ranges from extremely conservative formal ties to items displaying animals, maps, machinery, abstract designs, historic flags, cartoon characters, and patterns whose intended subject is not immediately identifiable.
